Stronger early warning systems for safer communities
DOST-PAGASA and People in Need officially signed a Memorandum of Understanding (MOU) on April 15, 2026, at the PAGASA Central Office in Quezon City to implement Phase 2 of the Strengthening Resilience through Early Action and Impact Mitigation – Early Warning System (STREAM-EWS) Project.
Through this collaboration, DOST-PAGASA and People in Need aim to expand a proven early warning model to more high-risk areas nationwide, further strengthening disaster preparedness and climate resilience. The project is primarily funded by the Global System for Mobile Communications Association (GSMA) through its Innovation Fund for Anticipatory Humanitarian Action, highlighting the growing role of innovation financing and mobile technology in advancing climate resilience in disaster-prone countries like the Philippines. This initiative is also supported by the UK Foreign, Commonwealth and Development Office (FCDO).
The MOU signing was attended by DOST-PAGASA Deputy Administrator for Operations and Services Engr. Roy A. Badilla, Hydro-Meteorology Division Chief Engr. Socrates F. Paat Jr., Country Director of People in Need Arthaud Pascal, and GSMA Innovation Fund Manager Mirza Muhammad Zohaib Jawed, along with other representatives.
