DOST-PAGASA proudly congratulates Dr. Joseph Q. Basconcillo for being awarded as the Outstanding Young Scientist by the DOST-National Academy of Science and Technology.
Recognized for his valuable contributions to marine meteorology, Dr. Basconcillo’s scientific work centers on tropical cyclone climatology, particularly on understanding how cyclone behavior is shaped by climate variability and on improving long-range prediction techniques. He is recognized for identifying the mechanisms behind the increasing occurrences of Christmas typhoons in the Western North Pacific, linking these events to the Pacific Decadal Oscillation and shifts in the Intertropical Convergence Zone. He also led an international research effort that showed how tropical convective activity can initiate global-scale compound climate extremes, resulting in the development of the Warm Pool ITCZ Index to better explain the co-occurrence of such events.
Dr. Basconcillo earned his Doctor of Philosophy in Marine Meteorology from Jeju National University, his Master of Science in Meteorology, and his Bachelor of Science in Geography from the University of the Philippines-Diliman. As an officer of the Philippine Meteorological Society, Inc., the country’s professional organization for meteorologists, he actively promotes scientific collaboration and contributes to strengthening meteorological and climate research in both national and international communities.
